Excessive Paging to Disk, but plenty of memory!

    My 2003 Standard Edition server is experiencing excessive, inconsistent
    paging to virtual memory. In performance monitor, one moment shows 0
    pages/sec, and the next may show up to 2,200/sec. The average over two hours
    is about 400/sec.

    Two points of interest:

    1. When I monitor the pages/sec (total) and the available memory (MB), I
    find that the available memory does not decrease AT ALL when the paging
    occurs. This server has 1.5GB of physical RAM, and consistently shows
    approximately 1.06GB available. When I launch additional applications, the
    memory decreases in a small increment, as expected.

    2. When I disabled the network card, all paging stopped. This is not an
    "internal" process, rather a response to a client computer. This server has
    IIS installed, but does not serve a "public" (internal or external) website
    or application. In addition, I stopped the IIS services and nothing changed.

    I've rebooted the server, but no improvement. The server is running all of
    the latest Windows Updates. I have five other servers with identical
    updates, and none of them are experiencing this problem.

    What could cause a system to page, even when adequate memory is available?
