all of my virus protections and spyware are up to date but my quick
launch task bar flashes when i roll over it. sometimes, the
border of an explorer window flashes/pulses as well. any
suggestions? i've uninstalled all extraneous programs and still cannot
get rid of this. it's like something is constantly running in the
    background.

I have the exact problem. It seems like it's constantly blnking or flashing.
If you click on the quick launch's ">>", it displays the menu briefly but
you can't click on anything because it disappears.

If you open up the "Run" box, and type in something, after you type a few
characters, it gets deleted because something seems to be highlghting
everything and as you type it deletes it.

The constant flickering/flashing of the borders is annoying!

I've checked for spyware. I've unisntalled my antivirus program. I've even
selectively removed all processes with task manager to isolate the problem.

THe problem stops when i kill explorer.exe then the border flashing stops.

I have this same problem and it's driving me nuts! It affects
everything I do from interrupting Intellisense in VS2005 to trying to
    rename a file in Explorer.

Does anyone have a solution to this problem?

Turns out it's related to AutoPlay. Disable it and the problem goes
    away.
