flickering menu and unaccessable address bar

  1. My wife has a Dell system with Vista and IE7, all updates installed, 2 gigs
    of memory and Core 2 2.6 GHz.

    Some times the menu starts flickering, I mean a lot too. We seem to be
    able to stop this by turning the menu on all the time but that is not the
    best solution, can anyone suggest a better way of fixing it?

    Second problem is if we click on the address it can't be typed it. The bar
    is kind of a shaded off color. Pressing <ctrl><space> will give the system
    menu and then the address bar can be accessed and works. As soon as you
    leave the address bar it you again cannot edit it. Any suggestion on how to
    fix it?

    I have tried running IE with no add-ons but this does not change anything.
