Forest trust error trust operation cannot be performed on this dom

    Cannot create trust between 2 Windows 2003 domains "trust operation failed -
    operation cannot be performed on this domain"

    I have 2 domains that I am trying to create a trust between. All I get is
    "This operation can not be performed on the current domain". This is on
    either server.

    Both 2003 servers
    Seconday DNS zones on each for opposite domain
    Can ping and resolve each DC from eachother
    Tried over VPN and then also moved all FSMO roles to one side of VPN
    Can browse domains in Network neighbouhood - see machines but not access
    Domains have different netbios names

    Any help appreciated.
