Even though I have added both those bars I notice that they do not appear in
the full screen mode, even though they are checked off in the customize area.

Is this done by design, or an oversight?

It's done by design, and a very poor one at that.

I just expanded my I.E. to full screen and all bars remained in place. Links,
Menu, Address and Tab. Do you have I.E. v7.0.5730.11 installed? Maybe your
graphics card doesn't have the HP and I.E. compensates_beats me but I don't
    have your problem.

Seems like a lazy way to help someone....why don't you just try and answer a

Even when I run with no add ons the menu and links bar doesn't show up in
full screen. I tried to disable them, then close IE7. Then open and initially
activate them in the full screen mode, but no luck. I can't see how a video
card can effect what an app displays, but perhaps..

I think Starry may be confusing "Maximize" with "Full Screen" modes. When I
"Maximize" IE7 I do still see the toolbars, but when I use "Full Screen" they
are not visible not can they be placed where they can be seen.

Then maybe you'd like to explain the difference between the two. If I
dbl-click the top bar I.E. becomes Maximized. When I drag the browser outline
to the edge of the screen it's Full screen. In either case all 4 of the
    Toolbars show.

If you have a different definition for the two let me know.

OOPS...! I forgot about F11. It's been so long since I've used it. HRM is
correct_in F11 you only have the Address and Tab bars.
