on a new install of WS2003, when going into gpedit.msc it does not show the
Administrative Templates/System folder where one would disbale the Shutdown
Event Tracker (most of the other options are missing as well). it only has
the MS Components folder and then Media Player. a check to the Add/Remove
Windows Components reveals all of the necessary components are added, and the
logged-on user is Admin. tia for any help on why most options on the
gpedit.msc console are not showing and/or how to get them back...

It sounds like you are trying to go about using the group policy editor in
an odd way. Bt referancing the tool by its name gpedit.msc that leads me to
be;ieve you are launching it that way and using it modify the local computer

If this is a domain member/controller I would suggest foregoing this out of
date tool and downloading the much more usable(and cooler) GPMC tool.
