This contains a couple of Policy values which are important:

As this is not a Policies subkey or value it seems it is not related
directly to a GPO but there must be some relationship.

Perhaps I do not understand how GPOs once they have got into the
    Policies keys are applied.

We have those two GPO settings configured in the GPOs applying to our
PCs but the settings are not consistently applied. The desktops were
previously in a Windows NT4 compatible server environment.

  2. Not quite sure if I'm following you but if you're trying to modify default
CSE behavior, then those policies do not affect the reg key you've listed in
the subject line. They do however, affect CSE behavior. I know its confusing
but the values set in the Policies keys will affect how the CSEs behave,
even if they're not set on the Winlogon\GPExtensions keys.
