I've got an XP Pro lab on a Server 2003 network. I'm using group policy to
lock-down the lab and generally the system works well. Lately I've been
having a problem - the policies that apply to users are not applying
properly. When I do a rsop all the computer policies apply, but the user
    policies do not.

I'm using loopback to apply the user policies to the computers but it
doesn't seem that the loopback is applying.

All the policies that are set to apply to user are denied and the reason
given is that they are EMPTY. I look is sysvol and they are all there. What
    is going on?

  2. Your rsop.msc results should tell you why - also try gpresult.

I'm setting up an xpost to microsoft.public.windows.group_policy, which is a
    better group for your question.
