Group Policy - wallpaper

    I can't seem to find the GP to allow the user to just change the wallpaper.
    Also, when they login their wallpaper doesn't show up even though they have
    set one.

    Any ideas?

    I have seen domain users log into a machine and not being able to see their
    wallpaper unless they are local machine admin.
    If no luck, the GP for this is in User Configuration\Administrative
    Templates\Control Panel\Display\Prevent Changing Wallpaper
