Group Policy XP firewall disabled works most of the time but not all the time

    I have a windows 2003 R2 domain with 1 group policy that turns off the
    Windows XP firewall, but every now and again the policy does not take effect
    and I have to get the user to reboot or do a gpupdate /force and then reboot
    and when the computer comes back up the firewall is turned off. I am not
    sure why this is happening, andI am afraid that it could lead to a bigger
    problem. Why does this happen any clues?
