I have been working on a Windows Vista image for a couple of days now and I
have it almost perfect (at least for now). The last step I am fighting with
is with the OOBE.xml file and custom wallpapers. I have tried everything I
can think of to get it to work and I am still stumped.

Right now, I have the "Setup Windows" screen that asks for the computer name
to show two sets of wallpapers ("Windows backgrounds", "Custom backgrounds"),
however it is showing only images from the default wallpapers, it seems to be
ignoring the path/files that I have set in the <wallpaper><path> tags in the
xml file. I know the files are they and that they are accessible by all
users, but it is still not working.

Anyone have any suggestions on what could be wrong? or where I can look for
    thoughts?
