I´m trying to enable in wind2008 x64 Std SP2, the old feature, Allow Shutdown
Without Logon, but it doesn´t work

It´s a limitation in Win2008? the New GUI does not permit it?

    gpedit.msc

Computer config -> Windows Settings -> Security Settings -> Local
Policies -> Security Options -> Shutdown: Allow system to be shut down
    without having to log on.

Pulled from a standard install, not joined to any domain, nor a DC itself.

A domain computer may have altered settings.

    In message <> FB
You might need to hit "Switch User" before the shut down button appears.

I´ve used Local policy and DCs policy in AD and even after "rebooting" the
    shutdown button does not appear.

    So i discovered the problems:

    1) The test to see the button was made via TS

    and

    2) The button only appear AFTER the CTRL+ALT+DEL and after showing the
    warning message (the ctrl+alt+del message)

    and

    3) The screen is being viewed with a DRAC/ILO adapter with the right side of
the screen out of the monitor...

now i´m sure it really works!
