I fixed my 0x800A138F problem in a surprising way.

I appear to have fixed my problem in a most unusual way.
In addition to not being able to use Windows Update I was
also blocked from any secure sites ( banking etc. )

I had tried all the suggestions from
www.updatexp.com/0x800A138F.html that I had not already
thought of myself and it still didn't work. With nothing
left to lose I went back to one of my secure sites, got
the usual "Unable to display page" error. Out of total
frustration I selected the "Detect network settings"
option and much to my surprise my PC went off and thought
about things for 30-45 seconds. After that the page came
    up!

I went back to Windows Update and that too was working.
It did tell me however that I had a whole pile of updates
that were needed, including Windows XP SP1a. This was a
big surprise as I always keep my system up to date.

Anyway, I installed SP1a and it went in fine and all the
other updates went away as they were included in SP1a. My
PC actually runs a bit faster now ( I suffered from the
XP slowdown problem that MS seems to deny )

So, the long & short of things. Don't give up. Try the
obvious sometimes and you might be pleasantly surprised.

    Answer to above question:

It's on the error page that comes up when you can't get
to a site. There are several choices available on the
page, one of them being to have your Network settings
    detected.
