What happened to icon library files? Can't view and use them in Vista.

  2. They are still there, right click on the appropriate file click Properties >
Shortcut (tab) and click "Change Icon"
    Browse to %systemroot%\System32

I am using Vista and when I try to use an icon located in an icon library
file I get a message :c:\..path\file name "contains no icons". I have no
trouble with viewing and using an icon file. Vista just doesn't seem to
recognize icon library files I can view and use them on my laptop using
    Windows XP
