IE blocks access to web site of my mail server

    I have web-based e-mail on a remote e-mail server. When I try to connect, I
receive an error message. Windows Diagnostic in IE returns '"www.URL.ca "
not set up to establish a connection on port "8180"'. The URL for the server
is www.URL:8180, where URL represents the address of the server. If I do not
enter :8180, I get a generic "site under construction" with no link to
    webmail server.

Does anybody know whether this is Windows Security Centre? or perhaps
Norton Security Centre (My computer came with a 90 day trial)?
