IE6/Win2003 Srvr wants to download html doc not display it

    I have a Windows 2003 server (std edition) on which IE6 (6.0.3790.0) has
    decided that it no longer wants to display any html document, rather it asks
    me if I want to download the file. In addition the control panel applet only
    has Security, Connections, Programs and Advanced tabs available.

    There don't seem to be any policy restrictions in place and the registry has
    no Internet Explorer keys under:
    [HKEY_CURRENT_USER\Software\Policies\Microsoft]
    [HKEY_LOCAL_MACHINE\Software\Policies\Microsoft]

    Does anyone have any idea how I can get this working again?

    I've tried adding keys to the registry to re-enable the tabs in the control
    panel, but no luck.

    Can anyone tell me the process to re-install IE6 in Win2003 Server?
    Microsoft's web site doesn't seem to give the procedure for this OS (only
    the versions of Windows). Is it possible?
