I have just installed IE7 beta on a Windows XP Pro German VMware virtual
machine, which I need bacause I am developing German and English
applications. I am switching between keyboards using alt+shift, which was
always working. IE7 switches back to the German keypoard layout as soon as I
enter IE7. IE6 didn't do that and that was ok.

  3. Can you use the Language bar (e.g. with the mouse)
    as a workaround?

Another potentially related bug is that the address bar and window have their
keyboard layout defined independently. For example, if you switch the layout
to type in a url, you have to also click the main browser window and also
    switch layouts to match.

I can't see how it could be advantageous to have two parts of the same
    program using different keyboard layout.
