IE7 and Vista - cannot display web page

  1. I'm having trouble with an "Internet Explorer cannot display the web page"
    from an application I'm writing.

    The app generates an index.htm file that defines a frame set consisting of
    four frames. When I double click on the index.htm on my local PC, the four
    frames are displayed, but they all contain the 'cannot display' error
    message. When I copy the pages to a web site, they all display correctly, so
    it appears to be a local issue.

    Each of the individual pages load and display Ok, it's just when they're in
    a frame set.

    Does anyone know of any problems in this area and what I can do to get the
    system up and working again please? I've tried this out on a different Vista
    PC and don't get the problem, so guess it's a setting somewhere.

    The index.htm contains:
