IE7 Bug report- Dragging a url

A shortcut to a webpage can be easily made on the desktop or a folder in IE6
and IE7. However in IE7, dragging the little blue e from the address area to
the desktop or folder often names itself something other than the title of
the webpage. For example, this url shows the words "daily 16" as the name,
rather than the title shown in the Title Bar "Muzak narrows 3Q loss, names
    CFO - Charlotte Business journal"

    http://charlotte.bizjournals.com/charlotte/stories/2006/11/13/daily16.html?jst=b_ln_hl

I save favorites all the time using this method, but the bug reduces the
usefulnes of it as I end up renaming the shortcut. Is this a bug or a result
of some new security change? Hope it can be fixed.
