IE7 installation problems + problems expanding HD limit

I just installed a new hard drive since mine died. I had to re-install
everything, and two issues came up.

First, the hard drive only recognized up to 137 Gb, so I need to install SP2
to fix it (it recognized 160 GB on the old hard drive).

That leads to problem #2. I tried installing SP2, only to get an error
message that my version of IE is too old. When I try to get IE6, it says
"update/iesetup.exe is not a valid win32 application." I never had any
problems before the HD replacement and am using the exact same boot disc and
    everything.

Can anyone help? I can probably get the problem with the HD going myself if
    only IE7 would install.
