IE7 Name resolution possible problem (HOSTS, DNS, etc...)

    I am having a problem in that IE7 appears to be using DNS before HOSTS file
    during name resolution. This is backwards or opposite from how the system
    (Windows XP) processes name resolution.

    Using IE7 to access a page/resource on a machine (name in HOSTS only, not
    DNS) requires about 15 seconds to load.

    Add the pc entry to DNS and IE7 loads the page instantly. Remove the
    entries and the degredation returns.
    Remove DNS entries from TCP/IP stack of the client and the page loads
    instantly again.

    Awaiting comments, suggestions, etc...
