Consider the following two file names (identical except for the #):
    #filename.mht
    filename.mht

IE7 can open both mht files normally

    IE8 can open "filename.mht" normally
    For example X:\Data\filename.mht

    IE8 fails to open "#filename.mht".
You get "Address not valid" and a path of mhtml:file://X:\Data\#filename.mht

Will Microsoft fix this IE8 bug in a future patch?

  2. Probably not. That would be a correct message.
E.g. the correction for it would be:

    mhtml:file://X:\Data\%23filename.mht
