IE8 recovers from crashes, IE9 does not

In general, I'm not sure what advantages IE9 brings. It's been trouble
here so far. Numerous hangs and failures when trying to drag/drop to
favorites subfolders, awkward rearrangement of menu items, etc. Here's
    another problem:

After system or IE crashes, the next time IE8 was run, it would offer
to open all previously open windows. IE9 does not do that, at least as
default. Is there any way to turn that feature on in IE9?
