If you are using W98, try this :

I discovered a site from where I could download new versions of RSABASE.DLL,
    RSAENH.DLL and SCHANNEL.DLL ( http://www.sunflowerbank.com/ - but there may be
others ) into a temporary directory. I scanned the files for viruses just in
    case.

I exited Windows and went into DOS to rename the old ones in the windows/system
    directory as RSABASE.OLD, RSAENH.OLD and SCHANNEL.OLD.

I restarted Windows (Norton would not start but it doesn't matter as I am not
accessing the net), copied the downloaded ones into the windows/system
    directory.

I restarted Windows again, Norton launching up as usual - Internet Explorer now
    mended.

This is a LOT QUICKER than Microsoft's solution !
