Is it a codec problem? Any info would be greatly appreciated

    I have a Toshiba 5205 laptop with mce '04 and my tv card went out. I have
    replaced and seems to be working fine except for no sound on live tv. Video
    files and mp3s play fine through mce, but no audio on live tv. Using the mce
    decoder check-up it says my nvidia decoder and intervideo decoder are fine.
    I really appreciate any ideas before I have to once again do a complete
    system recovery.
    As a side note, if I do have to do a system recovery, I would like to know
    how to reset my system bios, as in fdisk or whatever it's called, because the
    last couple of times I've done a recovery, my system seems to remember
    registry settings, and other settings, I had made before instead of
    completely restoring to factory default.
