Keyboard fails during setup or setup just fails

Im having 2 distinct problems during setup. I'm trying to install Server
03 on a Dell just purchased. The dell currently has XP Pro preinstalled.
Both the Mouse and Keyboard are USB, there are NO inputs on the system to use
    non-USB verisons.
If setup preloads all the drivers (like it would for a 1st time load) I
get all the way to the point where it tells me "Setup is starting Windows",
the screen goes blank and it loads to the option screen to either Setup by
hitting Enter, Repair (with F3) or cancel the operation. Its at this point
my Keyboard goes dead and I am forced to reboot.
Now if I reboot and setup starts again and this time for whatever
reason it does NOT pre-load the drivers instead of getting the install
options I get a Blue Screen error of:
    STOP:0x0000007B (0xf789e63c, 0xc0000034, 0x00000000, 0x00000000)

    Anyone ever had this happen?
