About 3 months ago my hard drive crashed. I had the hard drive replaced but
unfortunately the tech did not reinstall the Fax program that is a part of XP.

After going through other posts, I saw where I needed to go to Install new
software, then to MS programs. I did this and checked the Fax option, but
the computer started asking me to insert SP 2 disk, which I don't have. The
install program also pointed itself to a program location from which to
proceed with the download, which I believe was something like 1386.dll. This
    did not work.

Any clue as to what I should do from here?

You dont have CD to recover do you have an Image on the drive? what is gonna
happen if you need to clean boot from a virus will you have to call the tech
I would try calling the tech and explaining whats happened you paid him and
the job needs to be finished or you might get hit again with a tech charge.

Another one of those things no one thinks about when dell sells you a pc
with no CD's and OEM hardware.

If its reasonable pick up a copy of windows at walmart or something not sure
if the FAX software your referiung to is in the home version or not.

Tell him its not installed by default during windows setup and you need him
    to comeback and install it.

Try using your original install disk instead of a SP2 disk.
