Missing Open Button from IE7 "File Download" Dialog

When I go to a website that has files like .mpeg or .mpg that I want to click
on and open I click on them and the standard IE7 File Download dialog box
appears, but I an not given the option to open the file. In fact, the Open
button is not greyed out or disabled, it is actually missing!

However, it is obvious where the open button belongs because the Save and
Cancel buttons are still pushed over to the right where they normally are.

This is a big problem for me because I publish plain old web pages of links
to short movies of my little one for the relatives to see. When I show
people on my computer I don't want to have to save the file to a location,
open the location and then click on the file after waiting for the whole
    thing to download.

This is a relatively new install of Vista with relatively few programs
installed on it. I'm not sure what could have caused IE7 to disable the open
button, but if anyone can provide some pointers I would be exremely grateful!
