mpeg wolnt play, need main concept mpeg encoder?

    thats myy error page, it says I need version 1.3.1 of the
    mpeg encoder, but they only have 1.4.1, wich I tried
    anyways, and it didnt fix the problem, wich is , If I try
    to open a mpeg from a website, it crashes.
