    i am running windows xp pro sp2.
    my previous locale settings is as such:
    Regional and Language Options -> Regional Options tab -> Standards and
    formats -> English (United States)
    Regional and Language Options -> Advanced tab -> Language for non-unicode
    programs -> Chinese (Taiwan)

    I have some applications which i need to display and input chinese, but i
    prefer everything else (such as menu options) to be in english.

    this worked fine while i was using msn messenger 7.5

    however when i updated to msn live messenger, it is all in chinese...

    i've tried to un-install msn live messenger, changed all regional settings
    to english, and re-install but still it is in chinese.
    is the preferred locale stored when a user installs msn live messenger the
    first time?

    also, i've checked through the preferences settings of msn live messenger
    but could not find a locale setting.
    is there a way to achieve what i need?
