Must "Log Off" or "Shut Down" twice

    I have a 2003 SP1 server with Exchange 2003 SP2 installed as well as all of
    the Windows updates. I don't remember exactly when it started, but after
    some updates and possibly the installation of .NET Framework 2.0 (sorry I
    can't be more specific) the server started requiring me to click Start > Log
    Off or Start > Shut Down twice before it would actually perform the action.
    So if I wanted to shut down, I would go to Start > Shut Down and click the
    Shut Down button. The dialog box would disappear and nothing would happen,
    even after waiting for fifteen or twenty minutes. If I go to Start > Shut
    Down and click Shut Down again, it promptly begins shutting down. Next time
    I log on, the same thing happens. It only occurs on one of four servers, and
    I am not using roaming profiles for this particular user. I get the same
    result with a different user. If anyone has any suggestions, I'd appreciate
    it.
