Nesting Namespace Folder Targets

Is it better to just have little groups of namespace servers based on
function or to have for example two namespace servers functioning as the
ultimate root with folder targets pointing to the function namespace servers.
For example if you have two hub namespace servers for data publication and
then another hub namespace server and a branch server for data collection.
Would it make more sense to leave it this way or throw in ultimate namespace
roots say one in the primary hub location and the other in the disaster
recovery hub location, and create folder targets that point to the data
publication and collection namespace servers. Does that just make it more
convoluted but not gaining anything? And one of the disadvantages of doing
it this way would be if the ultimate namespace roots are down you can't get
    to the others.

    Thanks.
