I'm not sure if I'm posting in the correct forum because I don't know exactly
what the problem is. This is on a fairly recent install of SBS 2008 running
on Dell Powerdge 2900 in a small network of about 10 users.

I cannot start the "network policy service." I get the following error when
I try to start it, " Error 0x80072740 Only one usage of each socket address
    (protocol/network address/port) is normally permitted."

Naturally, this causes other problems with services that depend on the
    Network policy service.

I tried the process described here:
    http://support.microsoft.com/default.aspx/kb/956189

  2. Hello,

    Thank you for posting here.

According to your description, I understand that:

The network policy service fail to start with the error "Error 0x80072740
Only one usage of each socket address (protocol/network address/port) is
    normally permitted".

If I have misunderstood the problem, please don't hesitate to let me know.

    Suggestions:
    =====================
By default, NPS (hosted by SVCHOST.exe)listens for RADIUS traffic on ports
    1812, 1813, 1645, and 1646 for both Internet Protocol version 6 (IPv6) and
IPv4 in the interface. Please make sure that there is no existing 3rd party
processes occupying above ports on the SBS server that may prevent NPS from
starting. You may run "netstat -ano" to check it. You can also send me the
    output for investgations.

    UDP 0.0.0.0:1812 *:* 3772
