Network shares only accessible to members of the local admin group

I recently upgraded a server from Windows 2000 Advanced Server to Windows
2003 Enterprise Edition. I think the upgrade did something to the network
shares on the server because after the upgrade only members of the local
administrators group can access the share. I did not change any of the
permissions of the shares. after the upgrade. I looked at the sharing
permissions and the NTFS permissions for the netwokr shares and they do not
    appear to have changed.

When a user, who is not a member of local administrators group, tries to map
a drive to a network share on the server from a Windows XP professional
computer, he is asked for a user name and password. He is asked for a user
name and password until 1) he cancels the mapping or 2) clicks on connect
using a different user name and the user name that he enters is a member of
    the local administrators group.
How can I make the network shares accessible again for normal users?
