No Java scripting enabled?

I noticed that when I use IE7, some of the functions, like push buttons or
login menus don't appear on certain Web sites, or don't do anything.

Then on some of them, it says "Java Scripting not enabled." That's probably
    why.

However, when I follow the instructions for enabling scripting and enabling
Java scripting, by clicking on the Radio buttons under Internet Security
Zone, it seems to have NO effect. They were already enabled it appears.

So why does it think I don't have Java scripting enabled when the options
are all turned on? Is there some special edition of JAva I have to download?

I have WinXP with SP2 installed.

  2. One or more of your security applications (e.g., anti-virus; anti-spyware)
    may have disabled scripts.

Well, if that were the case, why do I not see that behavior with the Firefox
    browser?

I did the reset, but the browser behavior is exactly as before.
