One user can't browse, others can, on same Vista PC

I have Vista with multiple user accounts configured on the PC. Under one
user's account, it is now impossible to browse the Internet (although it used
to work fine). Under all of the other accounts, IE works fine. What could
cause IE to fail for just the one user? I have tried resetting IE but that
did not help. Internet connectivity is fine. Even the affected user can
successfully ping web sites from the command window.

    Hi Derek,

On the problem account, try running IE7 in no-Addons mode
    (Start>Programs>Accessories>System Tools>Internet Explorer (no-Addons)

If it then works disable or uninstall any suspicious toolbars (possibly
SiteAdvisor or Browster or UPromise (<- Definately not IE7 friendly))

Connection issues - check the user's connections settings (Tools>Internet
Options - Connections tab) and that they match other users settings.

    Regards.
