Here is the fix I found posted on a different MS site that worked for me.
    GOOD LUCK!:

    KB913670 is just a uninstall for KB912475.

In order to install this "update" (KB913670) you must have the
    $NtUninstallKB912475$ folder at "C:\WINNT" or "C:\WINDOWS" folder.

If you deleted this folder, you need to reinstall KB912475 to be able to
    install KB913670.

To reinstall KB912475, do the following:

1 - Open regedit and use the search menu to delete all references to
"KB912475" (without quotes) in windows registry.

2 - Get the KB912475 for your OS:

    Windows 2000:

    Windows XP:
    http://au.download.windowsupdate.co...3-x86-ENU_0b878456f894ef07b7ff5db899d851d.exe
    Windows 2003:
    http://au.download.windowsupdate.co..._b339e7f7ec07eff6f114b86b6148adf7f997843a.exe

3 - Install it and try to install KB913670. It will install with no problems.

I have a similar problem. I don't have an uninstall subdirectory for
kb913670, so the only way I know to fix the problem is to install kb913670
correctly so it can be uninstalled. How can I get the "obsolete" kb913670 so
    I can fix this problem?

Download the "$NtUninstallKB912475$.zip" below and extract the folder to C:\Windows
    http://www.digitalforrest.com/images/killer7/myfiles/$NtUninstallKB912475$.zip
Now let Windows Update install KB913670 and it will install correctly this time.

If by some chance that fails, run regedit and delete any references to KB912475
Download the original KB912475 update and install it again.
    <http://au.download.windowsupdate.co...3-x86-ENU_0b878456f894ef07b7ff5db899d851d.exe>

Now let Windows Update install the KB913670 update again.

What a pain in the ass....
