Apparently a lot of problems with this update.
I changed automatic update to just notify me and not to download or install.
I then logged in as a different user and ran windows update from ie.
deselected KB913670 and hide it from future updates.
That took care of the shield in the notification area constantly reminding
me that updates are ready to install.

A good reason not to automatically dl and install updates! Yes?

Hope this is of some help until ms fixes this nasty update,
    Cheers!

Same "Unable to Install" Problem: Running on Sony Vaio with Windows XL,
ZoneAlarm firewall, and avast4 antivirus -- also Windows Defender, Spybot,
and SpywareBlaster. Has anyone successively disabled these to see if it
    solves the problem?

This update just uninstall KB912475 update.

If you deleted $NtUninstallKB912475$ folder from your system you are not
    able to install KB913670 update.

Try to find KB912475 update and install it again so you can install KB913670
    successfully.

Did not work for me (Prof). Also why would I have the KB912475 update? Can
not find a history of it on my update list. According to Google, it is for
Australian time zones, and I am in the USA.

Stupid thing installed it anyway. At least on my machine, and I'm in the US
    PST zone.
But "unk"s fix did work (I had to go the regedit route). Tried following
Microsoft's instructions (control panel uninstall no go). Guess one could
always ignore the update or turn it off, right?

First method (zip to Windows) worked second time -- must have missed one of
    the files. Thanks to all.

Second, installation method creats an automatic restore point -- for those
who have limited that file size to increase available drive space (older
Sony-partitioned small drive) -- lost my original point before all this.
These updates keep eating up remaining drive space (trying to keep 15%) --
probably need to turn off the auto updates, forget IE and go with Firefox.
Wonder if the new beta IE would save space.

Run regedit (START > RUN type regedit)
    Find KB912475 (EDIT > FIND type KB912475)
    Delete (EDIT > DELETE)
Repeat for all references to KB912475
Download the original KB912475 update and install it again.
    http://au.download.windowsupdate.co...3-x86-ENU_0b878456f894ef07b7ff5db899d851d.exe

Run the KB913670 update (START > All Programs > MicroSoft Update).

This should Install KB913670 to remove KB912475. If not, then write an
    e-mail to Bill.

    What a bloody joke!
