Problems using "Send Console Message tool"

    When I try to use the GUI in Computer Management the option is not there.
    The only option is to connect to another computer.

    I can use the net send commands from the CMD prompt, and I have the
    messenger service is running.

    I am running win2003 SP1 with exchange 2003 SP1.

    any ideas ?
