When turning on computer, I get two error messages. (1) A
required .DLL file PSAPI.DLL was not found. Then I get
    (2) error loading c:/windows/system/ctrlpan.dll a DLL
    initialization routine failed.
Hoe can I fix this? Windows Update will not install, it
downloads but does goes no further. Is this DLL the
    reason?

You might have other malware as well. Get a copy of AdAware from http://www.lavasoftusa.com, install it, run it and download the latest updates, then scan your system. READ the directions. Some removal may require a restart in Safe Mode to clean them if they persist.
