    Have you rebooted just to make sure it's not locked by the memory?
    Have you run the disk check utility?

    Not the disk clean up utility, the disk (error) checking utility. Open My
    Computer or a Windows Explorer window (not IE) and then right click the C:
    Drive and select properties. On the window that pops up, click the Tools tab
    up top. Run the utility from there, select the two boxes in the pop up
    window and choose yes when prompted to run the utility at the next boot up
    due to the volume being locked.

    I've found deleting thos ethuings you must start and restrart your computer
    many times in a row.
    Don't use the restart option. Make sure the computer is completely turned
    off and then boot it up.
    Might take more times than you might like but it will work eventually when
    Windows decides not to load the phantom.
