RPC service stops, event 7031

    I am experiencing the EXACT issue described in Knowledge
    Base article 327148. It only started after I ran Windows
    Update to SP4. The article says to contact Microsoft
    Product Support to obtain the fix, but I get shoved around
    in a million directions on the MS website when I try to do
    that - my Windows2000 is an OEM version from a local
    manufacturer who is not listed on the site, how can I
    actually contact Microsoft to get this patch?

    I have copies of the event logs and they all state to
    contact Microsoft about this issue as well.

    Just so you don't have to go find the KB article, it
    states:

    The RPC Service Stops with Event ID 7031

    An access violation may occur in Svchost.exe, and the
    Remote Procedure Call (RPC) service may stop. The
    following error message is recorded in the event log:

    Event Type: Error
    Event Source: Service Control Manager
    Event Category: None
    Event ID: 7031
    Description:
    The Remote Procedure Call (RPC) service terminated
    unexpectedly.
