I am connectd to both, a set-top-boc (cables) and RF cable.
While setting up the TV signals, both were detected.
When I try to view TV, I can only pick up the RF channels. How do I get to
    select the tuner?

Do you mean you have a set-top-box (cable box or Satellite box)
and an analog RF cable going into 2 separate tuners? Please
clarify how you have your cables set-up.

MCE doesn't support such a configuration. Both tuners
need to be set up identically -- either connect both
directly to the RF cable, or connect them to a pair
    of matching STBs.

It sounds like she's talking about a dual-tuner setup.
Barb Bowman actually talks about this in this link:

    ********************
What You Need to Make Dual Tuners Work

Dual tuner usage in Media Center Edition 2005 requires both TV provider
sources (channel lineups) to be identical. For example, you can configure two
set-top boxes or two cable out of the wall connections, but you cannot use
one set-top box and one out of the wall cable connection or one satellite and
one antenna connection. The reason for this is pretty simple. Windows XP
Media Center 2005 uses a single Program Guide and uses the "first available
analog tuner" to complete each task that requires an analog TV tuner. Note:
you can add a single supported HDTV tuner to receive over-the-air (OTA)
digital/HDTV broadcasts to a system running Media Center Edition 2005.

My Media PC is connected directly to a cable box as one input, and is also
connected directly to anRF cable from the wall outlet (not through a box).
Ehen did the TV signal check, I scanned first while selecting antena, then
    I repeated while selecting Cable.
So at the moment I can only pick up chanles the are coming through the RF
and do not know how to select the cable box.

As Bob indicates, MCE does not support your setup.
See also Barb Bowman's article I listed earlier.

Bob, just curious if she doesn't want to use the "Guide"
functionality, would MCE allow her to scan through her
    channels on both tuners?
