The default IE access security setting on clients is High, I need to reset it
to medium for all clients by group policy. In GPM, I have set the Windows
    Components/Internet Explorer/Internet Control Page/Security Page/Internet
Zone to enabled at Medium. I have also tried setting Locked-down internet
zone and Locked-down Local machine zone the same way, but the security
setting on the client remains enforced at high. Need some guidance please.

Unless you want to wait "forever," you have to force GPO replication
immediately on the Server and force a GPO update on each client.
