Shell Hardware Detection service causes explorer to hang

My customer says he did an update on the server and, after rebooting there
were no icons on the desktop. Seems like explorer is not loading all the
way. If I disable the shell hardware detection service all is well. Any
    ideas?

Also, at the same time, I cannot activate the Windows Management
Instrumentation service. It gives an error claiming a dependant service is
not started. I do not see any service not running that would cause this.

    Thanks for any help.
