Is there a non-MS site that talks in plain English about Software Assurance
and whether it would be a wise investment?

Is the price a one-time payment? That payment guarantees to include
    upgrades for how long?

    Thanks,

    Jeff

  2. That decision is up to you when you consider all the benefits of SA.

Have you been through the entire site at
    http://www.microsoft.com/licensing/sa/default.mspx
Including the SA Tutorial and the Benefits Interactive Chart at
    http://www.microsoft.com/downloads/...74-4aef-4c71-a2fc-b25d3ccd84cd&DisplayLang=en

This will help you make a decision
You can spread your payments if you wish
    see
    http://www.microsoft.com/licensing/sa/benefits/spread_payments.mspx

Ideally you should discuss the whole volume licensing and SA usage for
your company with a trained licensing expert from one of the big
    Volume License resellers.
    find them from
    http://www.microsoft.com/licensing/sa/howtoget/default.mspx
