I had the problem of when I clicked OK to share my library on my network, the
window would sit there for like 20seconds and end up doing nothing and not
sharing. Turns out essential windows services had been turned off or not
running when they need to be. These services include:

    HTTP SSL
Universal Plug and Play Device service
Windows Media Player Network Sharing Service

These all need to be running and any other service that the above 3 depend
on. They need to be turned on in that order. To turn on click Run in the
    start menu and type services.msc.

I think in the final microsoft should include an option or a popup asking
the user if they want the above services turned on. Or even good instructions
    on how to do so.
