Static IP VPN config through Active Directory dial-in properties

I've seen on one of our servers that we have assigned a Static IP for a
particular user when they dial-in even though the over all policy Routing and
Remote Access policy uses DHCP to assign addresses.

On a different server, I have tried to configure this way, however the
options for Static IP are greyed out.

I've matched the Routing and Remote Access config to be the same for both
servers, and yet still can't seem to assign a static IP.

The servers are both Windows 2003 servers, though one if Standard Edition
(the option is greyed out) and one is SBE (the one that works)

Any help would be greatly appreciated

Figured this out, seemed to be an issue with the DHCP Server running on the
    new server.
Removed the DHCP role, re-added and it seems to be fine.
