I have a computer running Windows Vista on a screen resolution of 1280x800.
When I try to play videos with an aspect ratio of 4:3, on full-screen view in
Windows Media Player (version 11), there are black bars on the left and right
sides of the video. Is there any way to stretch the video in Windows Media
    Player, to fit the screen?

Yes! Click on Start Menu, Control Panel and up in the top right, search for resolution. Under Personalization click on Adjust Screen Resolution, and then slide the slider over to (1024x768). This should stretch your monitor to a Full Screen resolution, there for stretching the video you want to watch. You could also use VLC Media player, which has a stretch feature built in.
