sysocmgr.exe startup script issues

    I am having a problem running sysocmgr.exe during a Group Policy machine
    startup script to install the SNMP service. I can run the exact command
    while logged into the machine, but when it runs during startup, it just hangs
    and eventually the startup script will time out (10 minutes...GP default).
    It's not a permission issue, since I've tried running it with all of the
    files locally and it still hangs. I have also put a basic script in the
    share and it runs just fine. This happens to all of the test machines in the
    domain. I know that the sysocmgr process is running because I can see if
    from another machine using pslist.

    Has anyone else had this issue?
